Would consumers spend more, if the world around them was not crumbling?

States, with a follow-up to the Stimulus, could have been saved for less than it cost to save Fannie, AIG, and GM. We could have postponed, until the economy picked up, the pain the States needed to go through for all their previous mismanagement.
